SYMPTOMS
When you send a message in Outlook Express, you may receive one of the following error messages:
Outlook Express: There was an error opening this message.
An error has occurred.
The Address Book failed to load. Outlook Express is incorrectly configured, please re-install.
The message could not be sent. Some of the recipients for this message are not valid. Please verify the names.
CAUSE
This issue can occur if the Wab32.dll file is damaged.
RESOLUTION
To resolve this issue, extract a new copy of the Wab32.dll file from the Windows Update Setup Files folder into the "C:\Program Files\Common Files\System" folder. To do so, use the appropriate method:
Windows 98
Click Start, click Run, type sfc, and then click OK.
Click Extract one file from installation disk.
In the Specify the system file you would like to restore box, type wab32.dll, and then click Start.
In the Restore from box, type c:\windows update setup files.
In the Save file in box, type c:\program files\common files\system, and then click OK.
Follow the instructions on your screen to complete the extract process, and then restart the computer.
Windows 95
Click Start, point to Find, and then click Files or Folders.
In the Named box, type wab.cab, and then click Find Now.
Double-click the Wab.cab file, and then double-click the Wab32.dll file.
Open the "C:\Program Files\Common Files\System" folder, and then click OK.
Restart the computer.

Windows 98 Second Edition
Click Start, click Run, type sfc, and then click OK.
Click Extract one file from installation disk.

In the Restore from box, type d:\win98, where d is the correct letter for your CD-ROM drive. Make sure you insert the Windows 98 Second Edition CD-ROM into CD-ROM drive.
In the Save file in box, type c:\program files\common files\system, and then click OK.
Follow the instructions on your screen to complete the extract process, and then restart the computer.
