We had never heard the terms either until Laurens van Alphen proposed an excellent use of the Public DNS that he called unpublished primary DNS. In this arrangement, the Public DNS is configured as secondary DNS service - transferring its zone data from the primary server of your choice. However, the InterNIC is not informed of the existence of the primary - only the Public DNS servers are published. The advantage is that the Public DNS provides the name service while the domain owner can choose a primary that they directly control thus allowing them to administer/edit the zone data directly on a private (and possibly intermittently disconnected or otherwise unreliable) machine.
We recommend you use unpublished primary DNS if you possess a computer capable of providing the primary zone data and it has a static IP address.
Published Primary DNS is the \"normal\" configuration where one of the InterNIC registered nameservers is configured as a primary.
