How to create a user or schema in Oracle 10g

Hello!

I try to set up a database in Oracle 10g.

I manage to create a "database" with:
Global Database Name: TEST.UTV.SE
SID: TEST1

Correct me if I'm wrong, but next step is to create a user/schema/tablespace, where I can create my database objects, right?

But I can not find where I create a user/schema in any of the apps that came with Oracle installation??

Because when I try to login with Toad I'm asked to fill in:
Database: TEST1
User/Schema: MY_TEST_SCHEMA
Password: MY_TEST_PASS

Earlier when I worked with Oracle, probably version 9i, I think I remember there was a program called "Enterprise Manager"
The only application I find after installing Oracle 10g that comes close to "Enterprise Manager" is "Database Configurtaion Assistant".
Perhaps I miss any application?

But If I check in: Oracle Universal Installer > Installed products ...I can find Oracle Enterprise Manager Console DB 10.2...

So if any one got a clue how to create a user/schema, please let me know.
