I dont think Access can access a file on the internet so you need to either manually download th efile first and then import it. Or use some code (see links) to automate the download for you. Then you can import the downloaded file.

Access CAN import csv files, but not directly (better add I dont think) from the internet. So you have to do it in stages.
1: Download using FTP. The links are examples on how to do that.
2: Import

Have you tried making code in Access before?

well actually it should be possible to import from a web site (ftp).
I have been able to manually but still not ablte to automate the task.

It can be a bit tricky getting the filename parameter correct though.
