Devolo do use the frequency range from 2MHz to 68MHz in 230v housegrid.
The circuit breaker panel is the point of convergence for the cross-phase coupling. PLC=Power Line Communication
Maximum operating distance= 400min in electrical housegrid

Before
We understand now that the reason these devices did not work across household AC phases is because the low operating frequency (>100 kHz) was not able to couple across phases. In other words, the impedances existing between phases are too high, causing high signal attenuation.
